    Goal tending

Here's an idea I have on goal tending.
A player can not block a shot from within the circle below the rim unless they are the first defender. If they are the second defender, this would be an automatic goal tending if the secondary defender left the court from within the circle area below the rim and the shooter left the court outside that area and having the primary or first defender separating them.
If you look at most goal tending cases that raise much debate, it's mostly around this area or set up.
For I like this because if you take off from inside and the shooter takes off from outside and you are separated by a defender, taking up about 50 cm, then surely from such a short distance to the ring, the ball would either be at its peak or on the way down, creating much debate. a blanket ruling would fix the problem in my mind.
    Please add you thoughts
