Small update - after my package moved to delay status, I called UPS and they were not able to tell me why. They also re-iterated that I still owe $60 handling fees. So, I go to turn off my Christmas lights last night and sitting on the porch infront of my door is the UPS package. I was home all day, so they did not knock on the door, just left it on my porch and I did not have to pay any fees. Merry Christmas to me.

I have had this happen. Ups will call you for the money. If it's not paid they will send it to collections.

I have just had something weird happen.

I sold a card Internationally to Canada for $29.99 and EBay now has this "Global Shipping Program" which is automatically checked for international sales.

The seller was charged $12.68 International Priority Shipping + $7.92 in import charges = $20.60 for shipping...totally unreasonable.

I messaged him apologizing on behalf of eBay and offered to cancel the sale or have him do it without penalty.

Should I cancel the sale myself? Will I get the "eBay cut" final-value fees back if I go ahead and do this? It's just a couple dollars but they've already got me mad with using this Global Shipping Program as a default option which does not help anyone except for Pitney Bowes.

    Quick Update:

Yup. You were right. Got the invoice in the mail. No letter, instructions, contact info or way to pay. Just a shipping invoice. Ended up calling UPS and sorting out payment.

I have had this happen. Ups will call you for the money. If it's not paid they will send it to collections.
