Sending "gift" charges the seller no fees however it eliminates all of your buyer protection so if there is an issue with a transaction in which you paid by gift you can not file a claim. Goods is just a normal paypal payment that charges the seller a 2.9% fee however you do not lose your buyer protection. Should a problem arise with the transaction you can file a claim/dispute with paypal if you pay by goods
