    computer/site help please

    I am terrible with computers and need some help (this may be the wrong forum) every time I try and do a search on here for the past 2 days or try and look up my posts/threads i get the following message:

    connection to localhost:9312 failed (errno=111, msg=Connection refused)

    anything i can do ??? thanks in advance
