was trying to get a card bv was 120(or so I was told) so I he accepted 120-130 SV(90 Paypal, 1 cards sells 30-40). So he asks for a deposit i Send it for $30. Later on I find out the BV of the card is $60 so I let him no and offer to give him another $30 which would be full bv, he says no and wants another $50. I say no and he says I cant get my deposit back. any thing helps thanks.

i would think the only thing to do would be file a dispute with paypal (explain what the situation is, all documentation of the transaction where he states the BV along with the actual BV, ETC)....thats gonna be a tough one but if you kept good records of the communication between the two of you, you got a chance....i would think that would be considered some kind of fraud (false advertisement)

Yeah if you file a complaint with paypal like the proudmonkey is talkin about... You can get your funds back, they will ask for as much info as you can possibly give. Then they have some dispute counsil that reviews both sides. Sounds like hes a shady character, I hate when I get screwed!!! Good Luck!

Interesting issue. Let me play Devil's Advocate for a second.
Yes, the guy clearly is a bit shady (or un-informed) wrt the BV, but it's not
his responsibilty to check to actual BV...it's the buyer's.
Realistically it's his card, so he can place whatever monetary value on it he wants. It's up to the buyer to decide whether or not to accept his price.
Now personally, I think the guy should either accept your full BV offer ($60), or return your deposit (minus the PayPal fee).
PS...
Did you ever find that Dorsett auto card?
Thanks....

It's your job to check the BV. Even if he puroposely lied to you, which I have no idea about, it's still your job to verify if you are the buyer. Paypal isn't going to help you out for not doing your own due dillegence.
