Help with Fraud

Hey guys, im assuming that there is no way to help but it's worth a shot.
I sold a signed Cal Ripken book for $40 to a guy thru Instagram, @pelotacubana, we agree to send at the same time and he sends me a picture of an envelope with my address so I assume its good so I send the book. He messages me two days later saying the money got returned and that he has to wait for his grandmom to get him more cash so obviously I got worried. I message him a week later asking him if he sent and she says that im annoing and he blocks me.
Anything I can do?

dont sell on instagram again
dont deal with cash, only paypal services (not gift)
deal on a trusted site

If it's a kid (sounds like it), find out the name of his parents or grandparents. You have his address. Write a letter to them or call them.

I've done this, and it worked.

Yeah I am kind of leary of dealing with sites that are not specifically designed for trading. There are a few people on facebook that I deal with and a couple of groups with people that are legit but that's about it.
