Either way its a jerk move. Send sase's or don't do it. It's things like this that make players stop signing.

If you can't afford the 47 cents for a SASE, then you're in the wrong hobby.

Think about it this way...the player is giving you a FREE autograph and you are going to make him spend time, effort, and money to return the card(s) to you? I'm quite shocked that so many of the players would do this.

I am sorry, but there are some etiquette in doing TTMs. One is do not mail someone a stack of things to be signed, most will tell you 1-3 items is OK and more than that in one envelope is just rude. Do not get upset if you do not get your items back or they come back unsigned as it is not like the player asked you to send it to them! Be polite and ask not expect the player to have a duty to sign for you as it is their choice. I would say the biggest is to include proper shipping for return postage! I would say to only mail enough requests that you can afford to send out with a SASE included. You will end up getting a better response rate in the long run and are not asking as much from the player. I am not trying to pile on in any way and collect how you want, but in the long run it will be beneficial to both you and the player to follow some etiquette.
