How long is too long?

I recently bought that item off of ebay to match with another 1/25 newman I have that is similar to that one. But its been just about 2 weeks since i won it, but i still haven't gotten it!

I also won a box of topps finest last sunday, and i recieved that on thursday.

I sent him a message 2 or 3 days ago asking when i would get my card, and he hasn't responded. When should i compain or leave negative feedback?

Is there anyway i can get my money back from the purchase from paypal?

open a dispute with paypal, i recently had to do this, if the seller doesnt respond to their emails either within likea week the default judgement will go to you. i would email the seller a few more times first though. just so you have that ammunition ie... i sent him 4 emails with no response. rather than i sent him an email with no response, it looks worse on him is he has multiple emails notresponded to, make it looks like hes ignoring you

i agree. i'd email him a few more times from ebay just so they can see that you have tried to contact them.
ive had one card take almost a month to get to me and just when i was ready to contact ebay about him being a bad seller etc, he emails me saying he is going through a divorce and apologized for how long it took.
most people are pretty trustworthy on the bay, but every now and then you get a bad egg...
