There's a nice story about 1990 UD French in the book Card Sharks. They are more rare than the English version, but the numbers are not what they seem.

Thanks for that info. The OPC Premier still doesnt make sense to me, as there are over 43K PSA submissions, with UD the next closest at 29K. Unless that just happens to be the set everyone sends for grading bc of its perceived value or shorter supply. Oddly, after 1990 it almost seems like the regular Topps/OPC sets became more rare as people were prob collecting everything else at that point.

    This is exactly it.

The OPC Premier cards carry a premium over all the other sets that year (i.e. that's Jagr's best rookie card). Because it's the better set (and less printed) more people submit those cards. If you looking for was the "most rare PSA 10" is - I would assume digging into it would show that the lower end sets (OPC, Topps, Bowman, Score, Pro Set) probably have much lower pop counts than UD and OPC Premier. Myself, I'd bet on Topps being the lower.

But it isn't rare. No regular set from that era is any kind of rare.
