The only product I think you can get under $40 is Rookie Debut, which honestly isn't very good IMO. Of course, I am just speaking about hobby boxes here..retail and blaster boxes of sets like Topps, UD, Ultra, Fleer, etc. can be found for less than $40, although you often get fewer packs and/or fewer notable cards than hobby versions. Of all these products, I think Topps and Upper Deck are your best bets. These products are solid each year and you can get decent cards in them along with a good base set.

Thanks a lot. I've seen a hobby box of Rookie Debut for $25. Is that a good deal?

Very. The lowest I've found personally is $31 or so on Blowout Sports Cards, so wherever you found $25 is now the lowest I have heard.

Rookie Debut isn't bad. I bought just one pack a while ago, and pulled a Daniel Gibson Rookie Debut Ink Auto. :) I was extremely happy, because I hadn't pulled a auto or gu in what seemed like forever. Good luck with whatever box/packs you get!
