You are right though, they don't have a clue. If different places are charging excessively different prices for the same packages you know the whole system is messed.

It goes by thickness. Under 1/4" should be 80 cents for the first oz, and 17 cents each extra ounce (Letter rate). If it's over 1/4", it's $1.13 for the first oz, and 17 cents each extra (Parcel rate).
Most clerks look at the bubble mailer and assume it's over 1/4" thick, which is often wrong.

it costs me 1.80-2.50 to ship cards in a bubble mailer.
