What to pay vs BV
On ebay I see tons of cards for 10%-20% of their BV and think that some of them would be a good investment. But what is the best way to get someone to pay closer to BV? And where do you guys draw the line as far as how much you will pay? Are you willing to pay only a small % of BV or are you willing to pay almost BV for some cards?

It really depends on what you want. If you are willing to pay more than more will be paid. As a player collector sometimes you have to pay more once you start to run into the tougher ones to acquire. If the player is hot you will pay closer to BV.

I pay closer to book on things I want for my PC. otherwise, I dont normally spend more than 5-6 on GU, 10 or less for Autos

Yeah, and your PC has to mean more than just BV. Don't even do it if your just in it for the money, you'll never be satisfied. A lot of the time I just look at the card, look at the price, and if i like them both, I buy it. No book involved.
It's really your choice.

By the time shipping has been included I have paid above BV for quite a few Kirk Morrison cards I have needed from the bay. Ended up in a bidding war for one of his 1/1's and paid alot more than what I was expecting to pay, but hey that could have been a once in a life time opportunity. I guess it depends how much you want the card.

For stuff for my PC I have paid over book a few times. Steelers fans are crazy lol. Otherwise it just has to be something I want before I pay decent for it.

Everyone has a tendency to pay more than book or what they are looking to spend......
Plenty of Maroney cards ive coveted I knew I spent more than I should but hey im not really interested in selling them later unless I get in a pinch. Ive also spent a little more on ones i know will double or triple their in a year or so.
Truthfully a card isnt worth anything until someone buys it. Its purely circumstantial from buyer to buyer what the price is gonna be. The best way to make money is to understand the hobby and sport and know when to buy low and sell high
