Who would I talk to?
Say I have a great new idea for a new set of cards.... how would I go about reaching the right people at UD or Topps and also how wouldI go about protecting myself legally from them stealing my idea?

You would probably want to talk to marketing and bring a lawyer with you. Your wife would know the other things I would guess about making sure ideas aren't stolen.

Well, unfortauntely her specialization in corporate law, which she claims is a completely different animal than patent law, so she wasn't able to lend much help.
I remember once, when I was in a band, instead of going through the expensive copyright process we instead sent a CD to ourselves through the mail and didnt open the package. The mail dated the package and so that was our proof that we had the idea first. I wonder if I could do something similar.
