No sorry it is not certified (or at least I don't have any COA to go with it). I got it from my grandma, apparently she is related to him through marriage. When I was younger I got a bunch of different cards of his but this is the only thing signed. I've just started to go through my collection since I stopped collecting 16 years ago.
