You can download templates from websites for free and just plug in the code and edit it to however you wish, I used to do that if I was lazy with my old personal sites when I was younger.
Just google something like "web site templates" or something similar and you can find some to use for free. You can slightly edit the code and change colors, formating, but still keep the basic design. It takes a little more work, but it's real easy when you get the hang of it.
There are a number of other hosts out there where you can upload the files to as well. I haven't looked in awhile so I don't know what still exists but some simple searching and asking of people will help.
