What is the purpose??
On different packs of cards there is this-
Canadian skill question: 50 + (2+4) - 10 = ?
Why must a skill question be given for Canadian residents??

I believe it has to do with their lottery laws. Not 100% sure on that, but I believe that is the gist of it.

chljoe is correct. Its a lottery law. Canadians must be asked a skill question to qualify for any kind of giveaway.

it is the same reason as to why the card companies ( topps, Upper deck, etc ) have the npn program on the packs, because the government consider buying sports cards the same as buying lottery tickets,, and they wanted to regulate who could buy them, by age, etc.. that is why the companies had to start the " no purchase necessary " programs.
In Canada, that is why they have to answer a math question in order to redeem a redemption card, the npn program etc, because the government considers buying packs of sports cards the same as buying a lottery ticket.
