I'd have to think these get dumped into a box by Brand, and once the expiration date draws near they check PostMarked dates for a day or 2, then just file any stragglers into the "Circular File".
Names must be drawn lottery style when they get around to sending out cards. Highly doubt each envelope is opened, unless they have another purpose(Information Gathering
