No it isn't. $4 is a decent offer for it. You'll find that selling singles for full or near full BV isn't going to work well on here. You might get away with it in a card shop or at a card show, but on here and other card forums people expect a deal, and $4 is a deal, not a rip off.
When you think about it, BV doesn't mean anything. A card is only worth what people will pay for it.
