Saw it on ESPN's PTI. It was hilarious!!!
He made it during the NY Giants visit to the White House.
It referenced Jessica being a jinx to the Cowboys in the Giants
playoff win at Texas Stadium. The President said he plans to send
Jessica to the Democratic convention. Very funny!!!

I thought it was hilarious as well. I think in his final days, he's loosening up some. It was just a few days ago this happened:
