I have a really non-nascar literate question
I'll be the first to admit i'm not much of a fan of nascar (although it's great on HD). But what is the purpose of a competition caution? It seems that does not let the best car win since they are bring the cars all back in a bunch.

The reason they are doing it today and most times for that matter is due to the Tires. They are wearing way FASTER than they should be...its crap.
Let them make the decision to stay out or come in...show thier team's knowledge and experience.
It made for a very boring race today.

Today was a safety issue, it was great the the governing body put the safety of the drivers first for once, granted it did make for a rather boring race.
Normally NASCAR will have a competion yellow within the first 15-25 laps of a race. They do this when there hasn't been a chance for the teams to get adequate practice in. Specially due to weather. It is better for the teams to get a feel for the track that way and make adjustments that they would normally make during the practice rounds. Today Goodyear just dropped the ball when suppling tire for this race. In other words they sucked.
