One or more of the required profile fields have not been filled in. Go to your profile page in your usercp and fill in the Real Name,Phone Number, and Shipping Address fields.

Actually there is a phone number section. Go back to the "Edit Profile" link and scroll down to Additional Information and there's where you put in your phone number.
