OT - Paypal new rules - need opinions

I know this is OT, but looking for some opinions about paypal's new policy. I think it totally screws some sellers. I know paypal has been all about sellers in the past, but now it seems that things have swayed way toward buyers.
The new rules are below, my wife collects hockey a little and sold a patch she picked up at the Nationals. Buyer paid, but because she doesn't meet the new standards, she has to send first while the funds are on hold. I wouldn't be comfortable with that, I know she has low feedback and rarely sells, but she has to send an expensive item to Canada with no protection on the selling end, seems too one sided to me. I'm not really looking for the lectures about how its a contract blah blah blah, just for feedback on the new policy and if you would send a card to Canada under these conditions. Thanks much all.


Why are my payments being held?
Payment holds for eBay items are an effort to increase marketplace safety. We hold payments when we suspect a transaction may be risky. Here are the most common instances in which an eBay item payment may be held:

• You have been an eBay member for less than 6 months, and you sell an item for more than $100
• You have an eBay feedback score of less than 100, and you sell an item for more than $100
• You have a buyer dissatisfaction percentage* greater than 5%
• You have an average DSR of less than 4.5
• You have received fewer than 20 Detailed Seller Ratings in the last 12 months
• You are listing your item in a high-risk category such as gift certificates, video games, cell phones, computers, or consumer electronics.

When will PayPal release the hold?
Your funds will be released when one of the following occurs:

• The buyer leaves you positive feedback
• 3 days pass after proof the item was delivered**
• 21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction

We may hold the funds longer if your buyer files a dispute, claim, chargeback, reversal or has otherwise taken action to dispute the transaction.

it benefits both the buyer and the sellers, when selling/buying from someone with low feedback it protects the buyer/seller altho in ur case shipping out of country i see ur point

I don't mind the idea. I pre-ordered a case of 08 Stadium Club about 6 weeks ago and as of about a week ago the seller was no longer registered on ebay. He also won't reply to my emails. Thing that sux is that he had 274 positive feedbacks on ebay w/ 100% positive. SO I figured I could trust him. Now I just hope paypal lives up to their advertisement of $2000 buyer protection on this auction.

I agree on all counts, but what paypal is saying is go ahead and send your card, then my wife is totally dependent on the buyer to release the funds from paypal. What protection does the seller have in this case? IMO, none, what if the buyer says they got an empty envelope? Then you're screwed.

In your situation it sucks cause you cant do DC on international shipping, you could do insurance but that gets pricey.

For US shipping its fine, just throw DC on there and you can prove you shipped it. For international, well I would just not sell outside US until you have the feedback.

The only way she wouldn't get the money is if they file a claim against it, which they could just as easily have done before. If they don't file a claim within 21 days, it's released to you. It's just before, sellers had the money and could take it out of their PayPal account before a claim was filed so the buyer couldn't get their money back even if they won the claim. It seems like that's what they're trying to protect against.

I like the rule changes...just like SCF's MSF rule, it just helps to protect against people signing up, screwing as many people as possible before everyone catches on, and riding off into the deep, dark night.

I wouldn't send it to canada with those new rules. You have no way to prove the item has been delivered.
