Whats up Masta! Glad to see you joined the mass migration from Beckett. I think when you post a bid on a BIN item thats over the BIN amount, it asks you if you're sure you want to offer that amount. I've done it before when I typed in the wrong amount by accident. I guess maybe the buyer preferred to work with an even dollar amount?? Hard to say why?
