ebay question/need opinion
Picked up a matt ryan lot on a sunday,to start the story.Due to a death in the family i had to send an echeck on thursday(keep in mind there was no timetable for payment listed in auction).I always pay within 3 days or sooner,due to the wakes and funeral that was the soonest i could pay.Paypal said the clearing date would be tuesday,so he emails me yesterday and says hes holding them and refunded my payment as i did not get my payment to him within 7 days.I had explained in an email prior to this what was going on but i had submitted payment with no response.Should i drop a neg?I hate to do that,i just had someone with perfect feedback who forgot to send my card 2 weeks later but sent today and im not dropping neg on him.

As a seller, I hate those Paypal e-checks, they take forever to clear, and there is no set timeframe for clearer. The international ones can take almost 3 weeks! However, when you submitted the e-check, you submitted a form of payment, and therefore, the seller is wrong to say you didn't pay within 7 days. Your payment was submitted, even though it didn't clear.
You are entitled to the cards, you submitted a form of payment quickly, I don't think a negative would be inappropriate, the seller is not honoring his end of the deal.

yes he broke the agreement and you have the paypal statement to back up your claim.

Looking through his feedback, and he had another neg.stating he told the buyer items were damaged yet after refunding he relisted and sold higher.So that makes sense that he wanted more than he got.The stadium club is selling around 4.50-5.00 alone as of this past weekend

Absolutely drop a negative on him. If he accepts PayPal as a method of payment, he has to accept PayPal's terms and conditions. You fulfilled your obligation by posting payment within the allotted time frame, and he has no right to back out of the deal. He most likely didn't like the selling price and will relist hoping to get more money for it. And I'm a Silver Power Seller and hate unreasonable feedback, but this one is deserved.
