1991-92 Fleer was pretty bad as well, but I have a certain nostalgia for it since the first basketball cards I ever collected were 1992 Fleer Tony's Pizza cards - which had essentially the same design, but with a different back color.
I actually liked the 1992-93 Fleer basketball indentation design. The backs were hard to read with the pink lettering, but I liked the fronts and the overall concept.
This year's Topps and 03-04 UD Rookie Exclusives are plain boring and unmemorable. My favorite Topps design came in 2006-07.

After taking a look at my kobe collection, I have to to say that the 1999-2000 Skybox Apex cards are the worst design I've ever seen: http://i224.photobucket.com/albums/dd202/kobe080pc/Kobe%20Bryant/Base%20and%20Inserts/1999-00/99-00SkyboxApex.jpg

Apex was pretty homely; I have the entire base set though. 90-91 SkyBox is actually one of my favorites. : /

Here's some more nasty ones and what they look like to me...
1998-99 Metal Universe: an egotistical businessman's nameplate
2002-03 Fleer Box Score: a checkerboard immersed in garbage juice
2005-06 Topps Luxury Box: Andy Warhol's fractal period
2006-07 SP Game Used: a fat guy with a rip in the back of his pants

Pretty much every Fleer set from 91-96. An exception to this is the 92-93 Fleer All Stars inserts. That is one of my favorite sets with the blue background and silver foil. Very classy.
Stadium Club was my favorite from those years with the borderless design and Beam Team inserts.
