I think if a card has the same picture and design it's considered a parallel.

Technically Yes Topps Chrome is a parallel of Topps.
Just as Bowman Chrome is of Bowman.
Some boxes state that they are a stand alone Parallel(Score Select in Football for Example)

sometimes the topps chrome set does not have the same players, pictures/photos, and numbering as the topps set.... ? so i don't know if it is always a parallel set. I'd say for Topps Chrome you could have parallels such as refractors, and colored refractors.

    You know what you're right.
The numbering is different between the 2 sets.
Same card/photo on some but different checklist numbers.

Photos are most often different for players who switched teams and rookies. So i don't know, to me topps chrome is not a parallel set.

Right, and if the card/checklist numbers don't even match...
    Definitely not a true parallel.

When topps chrome came out in 96-97 it was a parallel set, the fallowing few years after were parallel sets as well. It has since become its own set. I guess that it just depends on the year.

DonMaynard you bring up a good point, so perhaps for some years it can be a parallel set.. . case by case basis perhaps for this contest.
