    Paypal Dispute Help Needed

    I purchase something on ebay for 15.99 nearly a month ago. I filed a dispute and escalated to a claim claim 2 weeks ago. The seller had until yesterday to respond, so paypal could take further action. The seller did not respond to paypal but contacted me (on ebay) and said they would refund my money. That was a week ago and still nothing. What can I do next to get my money back? Do I have to wait for paypal or can i do anything to speed this up?
