I found this game called Oligarchy:

Its a very fun game in which you explore land, find oil reserves and then drill for oil. You also try to contribute lots of money to the elections so the government will be pro oil. Be wary though if you deprive the world of too much oil chaos ensues. Your oil reserves run out eventually but you develop new ways of producing oil.
