    At card shops

I'm going to the local one tomorrow. (anybody in the Omaha, Nebraska area know of any good ones?) But generally how much can you talk them down on buying packs and boxes. I really have no idea and don't want to get hosed horribly

Each shop owner is different and is often based on their margins. If they are going to take too much of a hit on the box by lowering the price they will stand pat. If they have a high markup they can lower the prices and still keep a decent margin.

It's been my experience that card shops don't negotiate individual pack prices. For hobby boxes they might knock a couple dollars off last year's stock just to make some room for the new stuff. As with any retailer, you can usually get some deals buying in bulk. Good luck on your breaks.
