They way universities get the majority of their money is grants from the government.

Well we do not know yet if they will work. The only way is to do research. Are you saying that if we could develop a way to treat diseases like diabetes and paralysis, we should wait?

Once we develop treatments. Treatment from stem cells are at least 5-10 years away becasue we do not know the total biochemistry. We have to make them differiate to their adult line and make them stop differiating. When they tried to treat Parkinson's disease with embroynic stem cells in Europe, the people developed schizophrenic like syndrome because the cells continue to grow out of control.

well considering that to some people we are in the worst economic times since the great depression i think that should be top priority instead of this.

It doesn't at this time.
We should also be looking for ways to colonize other planets but we shouldn't increase funding to NASA right now.

And if we find a treatment/cure for diabetes from this lots of people will get work from it. Not only the side effect of helping these people.
