I believe (But am not positive) that switching to a premier account allows paypal to charge fees on payments received. If I remember correctly, the basic account has no fees, but doesn't allow you to accept credit cards. The premier account allows you to accept credit cards, but takes a fee out of ALL payments that come in (not just ones from credit cards).

is it worth it if i have paypal coming in from selling and buying cards all the time? i think there is a limit of 5 paypal deposits a year with the regular one.

I would say that it is worth it...the fees are much, I believe it is $0.35 per transaction + 2.5% of the amount you receive.
