What Should I Do? Help
I posted up a deal on this site with a new trader. I am buying two cards from him with PayPal, and we both agreed to the deal, and confirmed the trade in the trade manager.
The person I am buying from only has 4 feedback so far (none in the last month), so I asked him to at least give me a DC Number before I sent him the PayPal, so I could know he did send out the cards.
The person I am trading with has refused to send out the cards before I pay, though - A direct violation of the SCF under 20 feedback must send first rule. Can I put the trade in dispute and give him a negative for backing out of our trade by refusing to send first? According to the trader, he has done this before, and SCF didn't do anything to discourage the behavior. He also said if I left him negative feedback for backing out, he would leave some right back on me (on what grounds? I don't know).
Is there a way I can give this guy a negative for backing out of our deal and refusing to send first, without him leaving me a reciprocal negative? There must be something I can do to keep this guy from pulling this again.
Any help would be greatly appreciated. I would especially like some feedback from Mods on this one.

Well he has to send first regardless. I don't know if there is a way to not let him send you bad feedback. He probably won't be on this site much longer

According to Rule #15, you would be correct.
But don't forget to follow rule #13.
So I would just contact a mod, to discuss the situation.
Hopefully it can be resolved and all parties can accept it.
13. Contact Guidelines. When contacting me or a specific moderator please make use of our Private Message system or email us. Do not post a topic in a forum regarding your situation.
15. Must Send First Rule. Any trader with less than 20 positive feedback will be required to to send first regardless of buying, selling or trading, unless a team manager or assistant team manager is willing to vouch for the trader under 20 feedbacks. The staff member that does vouch for a trader under 20 feedback is willing to back the trade if something goes wrong, with that in mind it would be of benefit to everybody to purchase INS on the package or DC at the bare minimal if a staff member is vouching for you.

yes dispute it, then the mod will tell you weather to leave a negative or not after you explain the situation to them, if the other trader leaves retalitory feedback, tell the mod who handles your dispute and they'll erase it

yea i dont get why ppl do that...if they dont like the rules, they should try to get their trader rating up

Rules are rules. He should be sending before payment. I sent first with no money on a trade I did.
