The thing is, we don't need to trust the CEOs. Their decisions will have consequences by the consumers. Government officials, however, are virtually invincible for their entire term.

So the Government can borrow/give them Billions from an already depleted budget, but when that higher up tries to make a decision that determines their employment, thats a no go? well how bout then when the big fish gives them the bailout they get to decide how to spend it? Its not fair at all for them to TAKE money, that they clearly dont deserve, and then try and say you cant tell me what to do! Well you know what if i just gave you 20 billion dollars i am gonna tell you what to do weather you like it or not!! Your allowing people to get free money, large amounts of it at that... with no repercussions! its not right AT ALL!! and we wonder why our country is in debt up to our eyebrows! cause no one takes responsibility for their mistakes!!

We're in dept up to our eyebrows because the government gives bailouts like this that never should have happened in the first place...Because the government tries to do too much, much more than the Constitution says they should. If the government would stick to what it was set up for, we'd be fine.

Some of the companies that received TARP funds did so even though they didn't really need them does this effect them?

I am torn on this issue. I do not think the government should get involved in private business in general (when it does, it should be to protect people), but these companies wanted the money. If the companies do not like what the governement is doing, they should have just went into bankruptcy court.
