The president of Russia’s Continental Hockey League (K.H.L.) said Friday that National Hockey League officials rebuffed his exploratory efforts to purchase an N.H.L. club, a claim the league has denied.

Alexander Medvedev, president of the K.H.L. and chief executive of the state-owned energy monopoly Gazprom, said in a telephone interview that the N.H.L. told his representatives he is not allowed to own an N.H.L. club because he is a foreigner.
