Redemption Cards
What percentage do you think actually get redeemed?
If you have #/399 card, how many do you think actually get out to the public?
I am sure UD will never tell, but should it affect the value of the redeemed cards???

Difficult to say. We all remember that last year's Artifacts redeemed rookies actually ran out of stock so they had to print new parallels. They also send out redemption stock as replacements for damaged cards and redemption replacements, so it's a fairly safe bet that a significant majority of the cards do actually find their way out to the market. The big redemption right now, of course, is the Andrei Kostitsyn Cup RCs - many people exchanged their redemptions after giving up on waiting for it, but these are also being used as redemption replacements.
In any event, don't expect your cards to go up because they're de facto /348 instead of /399.

How do you run out of stock if you have a #/300 - Shouldnt they have printed 300 cards?

They probably go out of stock after people received a damaged card and wanted it replaced, that's my best guess.

It's one of those strange and mysterious things in life that this happened. Those who got a /10 or /25 parallel are likely quite happy though.
