anyone else have dogs that whine too much for no reason

my terrier isnt fully potty trained so i keep her in the kennel inside or on her rope hook outside but i need to find a better way for her to have a little freedom indoors , any ideas ?

I live in 1,300 sq ft with 3 other people and 2 dogs so im limited to space
