    I say absolutely not - even the worst teams to make the playoffs nowadays have a .500 record...to surpass this record in an 82 game season, a team would have to win no more than 18 games and make the playoffs, and it's pretty rare to see the worst teams win that few games in a season.

    Well yeah, there've been a few recent 18 or less win teams (Hawks won 13 3 or 4 years ago), but the question is can they win that few AND make the playoffs?
