Diversionary tactic to cover up the absolutely repugnant hypocritical batch of patronage appointments of his cronies.
I lost a lot of respect for Demers over the kerfuffle involving the Kostitsyn brothers and their buddy-buddy relationship with a rather unsavoury fellow. The night before the news story broke he was sounding off as though the revelations to come in the morning papers were going to be something truly horrible that would have smeared the organization in a major way. He went so far as to say that he could only imagine how distraught Mr. Beliveau must be over the news. They hyped the scandal-o-meter to a 10 but we got barely a 2.
Habs fan and collector! Current PC's: Nick Suzuki, Cole Caufield, and Lane Hutson...., and of course...

In 2007, when he first publicly spoke about it, he claimed to only be able to write his name, and a few other basic works. I think he's worked at it since.... but you'd probably be safe to drop the 'somewhat' from you sentance.

There was a lot of that going around that weekend. I bet there are even more fans now who just kinda look at their media with a gran of salt, and maybe a laughing tablet.

This appointment is completely ridiculous, and as noted by others here, and in the media, it is simply a diversionary tactic, so "Sneaky Steve" Harper can get his cronies in with no one watching. It will also likely win some favour for the Cons in Quebec.
