You are incorrect about the $5 charge. If you look in box 21 you will see that it says Not Opened. The $5 handling fee is applied to all packages, opened or not. It's a random process, more to meet a quota than to enforce any tax laws. It's a lottery... just not one that makes you rich.

LOL..well I never had to fill a form like that when we stop travelers at the airport customs..I just ask..Anything to declare? And grill them with a few questions and decide if another agent has to search their luggage

I get hit with customs fees all the time. I absolutely hate it but its something I cant seem to avoid anymore. Try shipping UPS or Fed Ex they are worse.

I've had this happen to me once.
Spent about $60 on a card.... I'm going to say via eBay in 2002 or 2003. I ended up having to pay something similar to you. It was like a $2 or $3 charge, and $5 for the privilege of paying it. I've made 100s of transactions since.... and never paid customs again.

The reason you got charged duty/taxes is because it was over $20. I know it sounds crazy but with the exchange it is just over the magical $20 threshold.
Lesson learn and ask the sender to lower the value on it next time.

doesn't really makes sense..I get packages all the time that are 20$ and up and I never got charged duty/taxes for them.

You get that about 3 to 4 times and year if money to high send it back to trader and tell them to send again i have done that a dozen times over the years and second time never gets stop
example i traded with a guy he mark 200 Value they wanted like $40 sent it back to him he mark $10 the second time and got it a week or two later no customs to pay..

I got a UPS package as a gift marked $100 US so it was $107.50 canadian (and it was a gift) Got hit with a $47.50 charge. They told me it was a max gift allowance was $60 value.

Bad idea. Just pay your taxes folks.
I've had the sender try to send it back to me and guess what, package never came back to me and in the end, I lost the paypal claim he filed. As a seller, there is only so much one person can do, but having them defraud a government is not something I'll do so a buyer can get cards tax free
