    Help - Registered mail.

    Hi everyone,

Could anyone explain me what's "Registered mail"?

I wanna buy a card in eBay and the vendor told me that: "paypal is fine if item is over $25 it will require registered mail $15 under $25 shipping is $3.75"

Probably the card is under 25$, so what's meaning that? i would have to pay 3.75$ or 15$ or what?

Thanks in advance for the answers.
