    This is why eBay is an issue. The seller deserves a DSR hit in shipping charges. But a negative AFTER he actually did what eBay ask for them to do? That isn't fair for sellers at all. Neurtal maybe.. but positive with a mention of PWE but seller issued refund is fine. Buyers have it made on eBay.

    I'm sorry, but as a seller, you have certain responsabilities, so if you're going to try and increase your profits by overcharging on shipping you are taking your chances. Shipping cost should be just that...THE COST OF SHIPPING.

    To charge that much for shipping and then send in a PWE is just plain unacceptable.

    If you think this selling practice is not worth a negative, then you're out of your mind. The whole point of the feedback system is to help keep sellers in line and protect buyers. A Negative sends up flags for future buyers to be able to see what the issue was without having to read through a few hundred other feedbacks. Also, maybe it will teach this dishonest seller a lesson (I don't care what the argument is, charging $4 to ship something and then spending less than a dollar on the actual total cost to ship is dishonest).

    UPDATE:

    I say,
    "Sure, I'll cut my losses on this one. At least next time you will know to ship in a bubble mailer and a hard case rather than an envelope and a soft sleeve. If you don't, the next member may automatically kill your feedback score rather than talking to you first. Cards will be out first thing in the morning. Feedback left now."

    "So I leave him feedback, positive (very generous) saying "
    Cards came completely mangeled, but offered a refund with no obligation to do so"

    Now, he replies,
    "Thanks for the kind words. Makes me feel good about doing the right thing and offering a refund."

    Wow, way to be a smart***, now I will open a case against him, for him to refund original shipping and $2 more for me to send it back. How do I go about doing so?

    I know, and he shouldn't of overcharged, but sending in a PWE isn't "wrong" he just did it wrong and then overcharged you by doing it. Glad you left a positive (hope you hit him with a low DSR). I'm on your side completely, but PWE isn't the main issue. It's overcharging on shipping and using PWE on nice cards.

    To be honest, I don't care about the shipping price because I practically stole the cards from him. I just wanted them here in one piece. But now that I cant use either of them, I want that money back.

    Exactly, the responsiblity of a seller is to send an item as described. He didn't, it is his fault.

    Just be careful, if you open a case in Ebay you will only get back what you paid and have to send the cards back with tracking. May cost you more than it's worth.
