That has nothing to do with it. On one hand the Obama Administration has taken the unprecedented step of closing national parks and arresting those that dare to still try and visit them. However, if you are one of the special ones, like illegal immigrants apparently, then you are free to use the areas that are closed to everyone else. They'll even send over some important people from the administration to support your cause.

The message is clear. Support the administration and you'll get special treatment. Cross them and they'll use the power of the Federal Government to punish you.

The rankings are based on accessibility, equity, and life expectancy (which takes homicide, tobacco, diet into the equation).
They take a whole lot of subjective items and twist them to fit. The bottom line, the ranking is based on fairness.
