Maybe this will help:
NASCAR HOF Inductee Selection:
The yearly HOF classes will have five inductees selected by a voting panel consisting of NASCAR industry leaders, manufacturer representatives, former competitors, the media and fans. Inductees will be chosen from an annual list of no more than 25 candidates. The main criteria for nomination and induction: NASCAR accomplishments and contributions to the sport.
To be eligible, former drivers must have competed 10 years in NASCAR and be retired from racing for a minimum of three years. Non-drivers must have worked at least 10 years in the industry. (Potential candidates with shorter careers may be considered if there are special circumstances.)
After a 20-member nominating committee selects its list of candidates, the voting will entail a total of 48 ballots. Twenty ballots will be from the nominating committee; 27 ballots will come from a group consisting of former drivers, former owners, former crew chiefs, manufacturer representatives and media; one ballot will represent the results of a nationwide fan vote.

DAVID PEARSON - 2ND IN WINS but 20th in all time starts. has better avg starting position and finishing position than petty and earnhardt. 3 championships and only ran for four. the list could go on and on
RAYMOND PARKS but he has to have a special consideration because wasnt in for 10 years However he is the first championship owner and was as instrumental in getting NASCAR started as bill france sr was. Sr depended greatly on raymond parks in the beginning
LEE PETTY - 54 wins 3 Championships Tope 5 in points numerous times. He did a lot more for the sport than just give us the king
CALE YARBOROUGH 3 Consecutive championships 83 wins
BUD MOORE - 2 CHAMPIONSSHIPS AS OWNER, 63 wins/ Or you could go with Sam ard as nationwide champion/winner/
gant lorenzen turner will not get in for awhile IMHO they have zero championships and thats going to hurt them all. Seagraves will get in but not for 10 years. There are too many others that have raced or owned cars that have contributed for him to get in.
