Fred Bear is right just look at the odds and it will tell the story.

    Odds of finding:

a victory Black Regular card in 10-11 Victory 1:720 (1 per 20 boxes)
a victory Black Rookie card in 10-11 Victory 1:1440 (1 in 40 boxes)

    a victory black regular card in 10-11 series 2 1:288 (1 in 12 boxes)
    a victory black rookie card in 10-11 series 2 1:288 (1 in 12 boxes)

Along with the screw-ups that put 3-4 per pack in retail. (I saw one 24 pack box with 84 in it including 3 stamkos rc's) As well as the fact that series 2 is always more heavily broken means that it is roughly 10-15 per regular victory and 75+ for series 2.

1:40 Boxes does not equate to #/5 no matter how you slice it.

#/5, is like 1:400 cases, not boxes. I love these dougheads on eBay claiming #/5.
