This is how I deal with that issue, I pay the shipping charge. Wait for the package to arrive, find out how much it actually cost to ship. If its off by a steady margin I contact the seller and state; I noticed it only costs xx.xx to ship the package, I paid $30. I want my feedback to reflect a positive experience for this transaction. I would like to know why you overcharged me xx.xx dollars.
Basically if they say too bad so sad, leave them a positive feedback but ding the hell out of their shipping star rating. This hurts sellers in a big way, depending on his volume if he gets a few of those he can lose any discounts he may be getting and if he is a powerseller (or whatever they call them these days) he will lose that too. He knows this and if he knows that you know this he will do something about it.
Playing the devils advocate here too, just remember that he is paying fee's on shipping charges these days due to ebays change in rules, also gets dinged by paypal. Also include materials and and time spent in your calculation. For me if its 25%+ more paid in shipping than what it cost I will say something. If not I let it go. You always take the change you will get dinged when a seller does not provide shipping charges up front, that being said the buyer has ALL the power in an ebay transaction.

Seller got back to me, was going to send it with UPS. I got my own quote from UPS. 30.31! He said he would ship Xpresspost and reinvoiced with $15 s/h.
Lesson of the day... make sure you know the s/h before auction ends... and don't ship cards with UPS.

Easiest way to solve this as a seller; offer free shipping. I raised my minimum auction price start to $1.99, which usually covers most of the shipping costs. Obviously I'll miss out on .30-.50 on items that only sell for the minimum and what i ship them for, but it's an automatic 5 stars. Since this charge is almost always the detailed rating that is the lowest, it can surely raise you to more discounts through ebay and less headaches in the long run.

When I see my fellow Canadians charging between $4.50 and $12.00 to ship one card without anything else offered, I report the auction immediately.
I never buy a card without knowing EXACTLY what I will pay in shipping.
eBay has a Watchdog program, and I have no idea if it is taken seriously, or is simply a smokescreen with regard to shipping gouging. It is taken seriously in regard to Fake Merchandise.
I do know this.....
In the past 3 years I have personally shut down 6 Counterfeit Sellers from China selling fugazy/fake Mountain Hardwear, Arc'Teryx, Marmot, and Mammut, Outdoor Research, and Haglofs Extreme Outdoor clothing and products.
So they do take Counterfeiters seriously, but I'm not so sure they do anything about the gouging that goes on with shipping.

i seriously hope you guys aren't doing cards like this:
.99 cent auction, cool beans... 3.00 for shipping, and when you get your card you see it cost 1.25 to ship, so then you demand for the 1.75 back lol
I really hope... no one does that here...

Funny story along the ebay shipping lines... the other day i was interested in a rick nash London Knights rookie card.. listed at .99 start bid,,,,,with 5.30 shipping to canada ... What the..!!
So being a curious fellow I message the seller asking why the shipping price is so extreme, and he replies
"Dear s_t_y_l_e_s666,
Sorry. S&H cost to Canada is what it is. I did not list a price for S&H to Canada that is actually calculated by eBay, and there is more than postage in shipping and handling. Not wanting to give a dissertation on cost accounting, included in my costs is the bubble envelope, the plastic card holder, etc. If you would like, I can send the card in a small envelope, not protected, and it will arrive damaged. We would then have an altogether different Irrigation Contest. Please do not tell me that the cost to send a padded envelope to Canada is only $2.00, as the last card I sent, postage was $3.45. Having said all that I can charge you S&H of USD$4.50 for this transaction. Of course, if you can find what you like cheaper, please feel free. By the way, you can stick your extreme where the sun don't shine.
