Once it's linked to a bank account, though, I can use it as a revolving wallet?
That's kind of my biggest thing. I just want to be able to buy and sell online and don't really care if I ever actually get the money in hard cash.

You can leave the money in your paypal account and but things online via paypal. You can also get a paypal card(like an ATM card) that can be used at B&M stores.

B&M = "Brick & Mortar".. I.e., a real building vs an online/virtual store.

I've never transferred money from my paypal to my bank account though I've paid directly from my bank account for paypal purchases before.
