The player obligation *as far as I know* starts and ends with Be-A-Player. That set is sponsored by the NHLPA and is the reason why it includes so many... um... fourth line players.
JB, I don't think people are putting it all on the companies instead of the players, but I think the consensus is that fixing it is the obligation of the companies. Whether that's paying out their end of autograph contracts, having more forethought about getting the autographs done, or ceasing to ask the players who notoriously don't submit their cards/stickers, the onus is on them to make it right with their customers, not pass it off as "sorry, we promised you this but nothing we can do about it."
Nobody except maybe the NHLPA can force the players to do anything, so while they may certainly be at fault, blaming them for the issue is a waste of time.

I can't speak for anything outside hockey, but UD has cut back significantly in the past few years, especially when they lost their exclusivity and Panini was allowed to enter the licensed market.
I honestly think Panini's bigger issue is the number of parallels they use. When you ask a guy to sign 200 stickers and burn through them all in one release, he's likely to tell you to stick it when you ask for 200 more the next month.

Don't worry, I already cited you above when it comes to how great hockey players are when manufacturers pay them. :)
This is another black eye for UD.

Lawyer here. I would be hesitant to take that complaint at face value. If you actually read what is laid out in the various causes of action ranging from player to player, it sounds like there might be an issue as to whether or not the Players fully performed their contracts in the first place. Most, if not all, of the damages cited seem to be determined pro rata based on how many autographs the players actually signed. Without knowing how UD has these contracts structured, I wouldn't be so sure UD is to blame.
