    It depends on your definition of redistribution, I guess. Are middle class tax cuts technically redistribution? I think so. For that matter, if you cut taxes on the upper class, that's also a redistribution of wealth, it's just a redistribution upward.

    Redistribution only occurs when government benefits and services are provided to one group of people at the sole expense of another. A tax cut for the "rich" is only upwards redistribution if it corresponds with an additional financial burden on the non-"rich."

    That means taking money and resources from A and giving them to B at no cost to B. A, of course, being those who the government deems can afford to part with the property, and B being those who the government deems don't have enough property.
