I would contact Paypal on the phone. If you received a payment from a stolen card that is on them. PayPal send an email when payments are received. In that email it says "Thanks for using PayPal. You can now ship any items.To see all the transaction details, log in to your PayPal account."
So they are giving you clearance to send the item, they should cover it.
It seems odd to me that a thief would you use a stolen card to buy something for $16. Unless it was a kid using their dads card without permission.

I've had that one before. Kinda sad. I've narrowed it down to either a bid retraction or not enough feedback.

Strange. I mean, I've got 1800+ feedback on eBay, and I have not done a bid retraction in a LONG time (no clue when the last time was).
I sent the seller a message, see what I can find out.... but with only a few hours left in the auctions, they're leaving money on the table with whatever setting it is they clicked.

Sounds like he needs to either select the box that only applies the item limit rule to buyers with feedback of less than 5 or up the limit... that, of course, is assuming he wants more bids on his items.

That setting is meant to prevent "retribution". As in, "You won't refund my item so I'm gonna buy all your stuff and not pay" kinda deal.

Turns out that's exactly what it was.
Talked to the seller, he had all his items set that way.... because someone once threatened to do that to him.
After I asked, he changed the settings and let me bid.

So I've got another first......
Sold an item, to someone in the USA. I sent an invoice, and they messaged me the next day saying that they're getting an error when they try to pay: Telling them that I don't ship to their location. I sent another invoice, asked them to try it, and still the same problem.
I'll be contacting eBay later today to go this sorted out.... but I'm guessing I've got something checked off incorrectly (or not at all) but I have no idea what. I've been using the same settings for years.

Just a little eBay related rant for a Sunday evening... As many of you know, I crack a fair bit of wax, either in my breaks or personally (I usually do 2-10 cases of every product). I also list my singles FAST on eBay. By that I mean, I scan them and put them up there as quick as I can in order to achieve top dollar for singles & recoup spend. When I list these cards, my scans are extremely high resolution (you can zoom over the corners to probably 10x the actual card size). I state in all my auctions "Pack fresh, see high res scan for details." I do not offer returns.
Now for the meat of the rant. I am not a grader & I do not warranty any card to be 'perfect' or a 10 or whatnot. It would be foolish to. What I've been experiencing the last month or so though is a huge influx of bidders asking me is this a 10? Are the corners PERFECT? etc? Well... guys, it's eBay. You're already getting cards well below BV in most cases, and in most cases it's the absolute cheapest way to buy cards period (via auction). It MAY be perfect, but I didn't send it into BGS, so I don't have a grade for you. Take some time, look at the scan & if you determine it's worth the risk, go for it. Just like we all have to do when buying cards.
It just drives me nuts, especially when if there is a defect and it's visible on the scan (and sometimes I note it if it's something I catch - but I do move fast), and people start complaining that the card isn't a 10...

I do the same thing, just tell them that it looks good to me but I can't even guess about what grade it might achieve.
