    I don't know about lost packages, but for one of my recent trade, it took 2 WEEKS for a package to get from Ottawa to the Montreal region.

    This ones coming from B.C. to Sask, so not that far either.

    It's rare but at time it does take more then four weeks. In my case, I never had a issue of cards not reaching their destination. But if it never reach the destination, three things are possible. Lost mail or damage and eventually sent back, Stolen in the process of getting to the destination or the member did receive the card but lie or simply the card was put aside and he never check it and realize it. In all case, the sender is responsible if they do not have the proof of delivery. I would open a dispute and maybe just tell the mod that you can still wait a week or two and then proceed with a resolution if nothing arrive.
